Traffic Management Design training#
Moving from Restricted to Open qualification#
As you would be aware workers interaction with construction and passing traffic represents one of the greatest risk factors on any roadwork worksite. Ensuring the safety of our workers and road users is our highest priority at all times. Quality traffic management design and implementation is essential to the efficient and safe operations of these worksites.
The Traffic Management Design (TM Design) training course has been developed to provide those responsible for managing traffic at worksites with a practical understanding of industry best practice in the design and development of Traffic Management Plans and Traffic Guidance Schemes. It is critical that we deliver quality traffic management practices to deliver the highest safety outcomes.
When completing the Traffic Management Design (TM Design) training course participants have the option to undertake assessment to gain either a restricted or open qualification.
Open qualifications – permit design and development of Traffic Management Plans (TMP) and Traffic Guidance Schemes (TGS) for work on all roads throughout Queensland.
Restricted qualifications – permit design and development of Traffic Management Plans (TMP) and Traffic Guidance Schemes (TGS) for work only on roads with an Annual Average Daily Traffic (AADT) of less than 10,000.
Qualified persons who currently hold the Restricted qualification can apply to complete an Open post course assessment to gain the TM Design Open qualification.
The application is to be completed within 12 months of completing the TM Design training course.
The following information will be required when applying for this process:
- If applying to the Registered Training Organisation (RTO) that you completed your Restricted qualification with:
- (1) Request the Open Assessment
- (2) Provide a copy of Continuing Professional Development (CPD) Log or Third Party Report confirming continuing competency at the Restricted TM Design level within the industry
- (3) Pay the fee identified by the training provider.
- If applying to the Department of Transport and Main Roads or a RTO other than the RTO that you completed your Restricted qualification with:
- (1) Request the Open Assessment
- (2) Pay the fee identified by the training provider
- (3) Provide a copy of:
- (a) Your answers to the original Gating questions
- (b) Your completed in class materials (if available)
- (c) Your passing post course assessment and assessor feedback sheet
- (d) TM Design Restricted card
- (e) Your CPD Log or a Third Party Report (if, in the future, evidence of competency at current industry practice is required. That is, if industry practice has changed since participant attended course).
The RTO may decline enrolment if not provided.
- If applying to Transport and Main Roads and you trained with the department:
- (1) Request the Open Assessment
- (2) Provide a copy of CPD Log or a Third Party Report confirming continuing competency at the Restricted TM Design level within the industry
- (3) Pay the fee.
Post course assessment – Open#
An Open post course assessment scenario will be issued on receipt of payment.
The submission and marking process timeframes are as follows:
- Competent at 1st submission
- Assessment involves the development of a comprehensive Traffic Management Plan (including associated TGS and Risk Assessment) in accordance with the standards set out in the TM Design course. See conditions ^*
- Participant has 8 weeks to complete 1st submission from receipt of the post course assessment scenario
- A one off extension to submission timeframes (of not more than 30 days) may be requested for extenuating circumstances and will be considered on a case by case basis. See conditions ~
- 1st submission result in 4 weeks see condition **
- If Competent – the participant has successfully completed the course. An ‘Open’ TM Design card and certificate are issued. See conditions #
- Not Yet Competent at 1st submission
- Marking feedback will be provided to the participant and one resubmit is permitted, with a four week period allowed for the resubmission See conditions **
- A one off extension to submission timeframes (of not more than 30 days) may be requested for extenuating circumstances and will be considered on a case by case basis. See conditions ~
- 2nd submission result in 4 weeks See conditions **
- If Competent – the participant has successfully completed the course. An ‘Open’ TM Design card and certificate are issued See conditions #
- Not Competent at 2nd submission
- Wait 6 months before resitting the course to gain an Open qualification
- If you need to re-sit the training course within this 6 month period, please contact the department in writing
- If you are deemed Not Competent at the Open level this will not affect your Restricted qualification.
Conditions:#
# The department reserves the right to review participant assessment materials and require participants (pre or post award issue) to take part in mentoring/coaching programs in order to further demonstrate TMD competency. The department may, at its sole discretion, withdraw TMD certificate/cancel cards.
~ Extensions to submission timeframes upon participant request (max. 4 weeks) or due to extenuating circumstances (max. 4 weeks) will be granted or delinked at the department’s sole discretion. The department / RTOs reserve the right to require evident of extenuating circumstance (e.g. a medical certificate).
^ Important note: the chosen post course assessment must be completed to TMD course standards to be acceptable.
* Payment of all course fees are required for each re-enrolment into the TMD course.
** Participants will be notified (via the contact details provided) of post course assessment outcome within thirty (30) days of TM TMR or RTO receiving post course initial or resit submission. In the event a response timeframe increase to sixty (60) days is required, the department or RTO will contact the participant.
