When the occurrence of an incident (planned or unplanned) requires full closure of a tunnel carriageway, it is essential that the traffic is managed in a way that will minimise the safety and operational effects on the surrounding road network as a result of the closure. In particular, where the entry ramp to a tunnel diverges off a motorway or freeway, the traffic management processes employed should not create secondary safety issues (for example, vehicles queuing onto the motorway or freeway) nor should they impede the operation of the mainline.
